Folklore and mystery?

"Local author and researcher seeks tales of folklore and mystery across North Cornwall and Bodmin Moor"

Folklore researcher Alex Langstone, who lives at Tredethy, is asking local people to share their ghost stories, folk tales and local custom and lore. Alex is attempting to collect old tales from the region so as to preserve them for future generations. The Cornish revivalists and antiquarians of the 19th century collected many old tales, superstitions, legends and folklore from mid and west Cornwall, but Bodmin Moor and North East Cornwall was largely ignored. Any correspondence will be treated in the strictest confidence.

St Mabyn's got talent

St Mabyn Peace Memorial Hall took on a life of its own when the new St Mabyn Players presented their Christmas Comedy Extravaganza on 8th, 9th and 10th December. The show was a sell out for each performance. What's more, each show ended with a standing ovation and extremely enthusiastic requests for an encore from a very appreciative audience. The hall was very imaginatively transformed into a cabaret style venue for the occasion, and was further enhanced by audio and lighting engineer David Hudson's magical lighting effects. The newly renovated stage, artistically painted by Mike Haywood, is now a perfect backdrop and David most certainly did it justice.
Director, producer and performer, Tony Dickinson, who masterminded the production, has worked extremely hard and tirelessly with the Players for many months to ensure that their first show would be memorable. The Players are a small but loyal and dedicated group who have all been totally committed to fulfilling their promise of a lively and fun filled evening, and this is exactly what they achieved - probably to a far greater extent than they expected!

The short play in the first half of the programme was a very well received comedy by well-known writer, David Tristram, followed by musical comedy acts that revived some old favourites in a way that has quite likely never been done before! Who would have guessed that, when Jean Endean danced as a beautiful black swan in Swan Lake, she would later be joined by some very dodgy looking characters whose feathers and footwork left a great deal to be desired.

When Angela Bunney, Anne Edwards and Jean Endean performed Three Little Maids from the Mikado, it soon became obvious that these were not going to be the beautifully attired ladies in Kimonos that Gilbert and Sullivan had in mind. Sadly, the budget would not run to beautiful kimonos. However, our Three Little Maids were in perfect harmony - if not a little knock-kneed!

Tony's hugely comical version of Delilah was a real showstopper. Beverley Flint was the temptress who drove poor Tony mad, whilst Eric Clews was busy with 'Judy Allwind' who doubled for Beverley as her silhouette in the window. Eric seemed to be quite seriously smitten with our 'Judy' and was getting up to all sorts of capers behind Tony's back; the result was hilarious. David Masters and Colin Hyde did a grand job as Masters of Ceremonies with the onerous task of filling the gap between acts with their comical banter.

During the Saturday show, there was a 'surprise' performance by Laura Brown from St Mabyn Stores, who wowed everyone with her amazing belly dance and beautiful costume.
Well done, Laura, and very many thanks - our audience loved it!

It would be impossible to acknowledge everyone individually who helped to make the Extravaganza such a success but their support was invaluable and very much appreciated.
However, Alex Fielding and her team deserve a very special mention for managing to cater so efficiently for such large numbers; it was a daunting task. Guy Brindle excelled at multi tasking as well as carrying out his nerve-wracking duties as front of house and stage manager, and Anne McDermott and Yvonne White deserve an award for their wardrobe and make up skills.

All that remains to be said is that you will undoubtedly be hearing more from the Players
before long - after they have recovered from the Extravaganza, of course!

The entries were judged by a panel from Linden Homes and the winning photograph will not only be displayed in their St Mabyn show home, but may also be used in their marketing literature.

Our Gardening Club guest speaker for November was Lorraine Turnbull who gave us avery interesting and amusing talk with slides on Autumn and Winter colour in the garden. We were shown a selection of trees and shrubs, including Liquid Amber and Himalayan Birch. The latter reaching up to 60 feet, not one for small gardens! Moving down to a more managable size the beauty and autumn colour of the red/yellow/bronze leaves of the contorted hazel, maple and acer palwatuas. There were a good number of plants offering three distinct phrases of growth ie: flowers, leaves and then berries. These provide interest throughout the year. Now is the time to dig through your gardening books on those dark winter nights. For the smaller plants cyclamen and heather give a lovely show.
Many shrubs need a severe pruning to prevent them from overwhelming their neighboring plants.
It was a very informative talk and members left with a clear idea of what could be planted to give plenty of autumn and winter colour.

He will be talking about work he has done in Bangladesh, Palestine, Bhutan and South Africa with some quite unconventional views on the situations he faced.
The talk will be preceded by a sit down lunch with wine which commences at 12:30. The Hall will open at Noon. Tickets are £12 (£10 for Friends). Pay at the door. Please book your tickets early as numbers are limited either phoning or e-mailing Liz & Gage Williams on 01208 841378 or gagewillms@aol.com – proceeds are in aid of St Mabyn Parish Church.
Ken was born in Southern Rhodesia (now Zimbabwe) and schooled there and in South Africa. His father was the governor of Southern Rhodesia at the time of UDI, who was kept under house arrest for four years following the event. Ken and his family emigrated from southern Africa in 1972 and he and his wife became United Nations nomads working in Bangladesh, Pakistan, Vietnam, Bhutan, Moçambique and Namibia before taking early retirement. Since that time, he has continued to be a freelance disaster relief specialist with a passport too full of esoteric country names to enumerate.
Having heard Ken speak, Liz and Gage highly recommend this event which will be fascinating, humorous and thought provoking.

Herdswoman Emma Martin wins with ADF

ADF, the global leader in dairy parlour hygiene, is delighted to have presented Emma Martin with her prize for winning the 2011 South West Herdsperson of the Year Award.
Emma manages the 1000 strong herd of Holstein-Fresians on the family farm at St Mabyn in Cornwall. The judges at the Royal Bath and West Dairy Show said they were impressed with her use of modern technology, alongside traditional farming techniques.
James Duke, Founder/Director of ADF presented 29 year old Emma with her £500 prize and crystal trophy.
James said “Being a British company we're determined to celebrate the most talented professionals in the UK dairy industry. It's great to have a chance to sponsor this award and we're pleased that judges have recognised the hard work and effort Emma has put into her herd and parlour over the last ten years”
Emma, whose parents began the herd at Trethick Farm in 1984, said she was surprised and delighted to be chosen by the judges. Her prized cows are deep-bedded on sand and benefit from refinements such as back scratchers. The farm breeds its own young stock and the herd is turned out to grass.
Emma's not unused to accolades – she's previously been shortlisted as one of Britain's sexiest farmers. Described by the Western Morning News as a “Lara Croft for the modern farming generation”, the paper marvelled at her ability to handle a cattle crush and hoof grinder.

Tickets are £7.50, which will include a delicious pasty supper, with sweet and tea/ coffee. Anyone who would like to bring their own alcohol is welcome to do so and table reservations can be made in advance for groups of eight.

Tickets are now on sale and early booking is recommended as it is already beginning to look as if the Extravaganza will be a sell-out. The show is advertised as containing 'adult humour.' However, only the very squeamish are likely to be offended by a few saucy references in the sketch that takes place during the first part of the programme.

St Mabyn's Tony Dickinson, who has appeared and starred in a number of local productions, is producing and directing the show as well as performing along with some other very recognizable local faces. Tony's highly comic rendering of 'Delilah' is a show stopper and not to be missed, especially as Delilah is quite a girl - she'll knock your socks off! What's more, unsuspecting folk who have wandered into rehearsals have found themselves hijacked into show business. They are finding it hard work but a lot of fun, and are discovering talents they never knew they had!

The essence of the show is musical comedy and will be quite a departure from anything you've previously experienced in St Mabyn Village Hall, So, do come along you'll be glad you did. Just remember - book early!

Gardening Club

The first talk for the Gardening Club this season was given by George Kestell about propagation.
George brought a variety of shrubs and showed us how to take cuttings by making a horizontal cut below a bud and then making a slanting cut away from the third bud node higher up. We were also shown how to take small tip cuttings by removing all but a few leaves and the tip . Heeled cuttings were also demonstrated - a method which increases the ability of the plant to make roots. Simple division of some plants was also covered and we were then encouraged to have a go ourselves.
It was a very informative talk and members went away with cuttings for their own gardens. After thanks to George Kestell by the society’s chairman, John Lobb, tea and biscuits were a welcome refreshment..

The year is drawing on and we are now preparing our gardens for their winter rest, but that does not mean that we have to do without any colour to brighten up the cold cloudy days.
We are a friendly Gardening Club and you will be very welcome to join us. We meet every 2nd Wednesday in the month until May, except December when we have our Christmas Party.

Marsh Villa Gardens, a beautiful water and woodland garden was the destination for our members September Trip. They were made very welcome by the owners Judith and Harvey Stephens, who described how they started their first plantings in 1988 and how each they have progressed and established the extensive herbaceous borders and mixed blending so charmingly among the network of waterways which drain the Treesmill marsh levels. The weather was very kind to the members this year and everyone had a lovely and very interesting morning exploring these exceptional gardens.
For our October meeting we are at St Mabyn Village at 7.30pm Wednesday October 12th when George Kestell will be introducing us to the magic of propagation. Should be a very interesting evening.

Minutes of the Meeting of St Mabyn Parish Council held on Tuesday, 2nd August 2011 in the Memorial Hall at 7.30pm.

Present: Cllrs. Mrs H Barrett (Chairman), A Finnamore (Vice Chairman), Mrs A Bunney, Mrs C Bray, D Masters, R Chadwick, B Finnemore, M Menhenitt, N Embley.
Also attending: Mrs J Hoskin (Parish Clerk)
Six members of the public.

1. Public Session: The Chairman invited the members of the public to address the Council, if they so wished. Concerns were expressed in relation to the proposals for Planning Application PA11/04424 being considered by the Parish Council under Agenda Item of this meeting. The Chairman advised the public to reiterate their comments in writing directly to the Cornwall Council Planning Department.
Mrs Kellow explained the need for the new agricultural building on their farm, Planning Application PA11/04791.
The Clerk reported that she had received a call from parishioner Mr James Mutton who felt that the sections of stone walling at the entrance to the new Mabena Lea development would be better extended to create the appearance of a stone hedge, to replace the original hedge that was removed as part of the development works. It was agreed to seek information on the landscaping scheme submitted as part of the planning application.

Cornwall Council: No report received.

2. Apologies for non attendance were received from Cllr. J Rowe (Cornwall Council). Cllr Heath was suspended, pending his decision following a Code of Conduct hearing on the 13th May 2011. Cllr Heath could return to the Parish Council on the 13th August 2011.

3. Members Declaration of Interest: None declared at this stage of the meeting.

4. Minutes: The Minutes of the Meeting held on the 5th July 2011, as circulated, were confirmed and signed by the Chairman following an amendment to Item 4 (first sentence deleted). The accounts presented for payment were listed on Part 2 of the Minutes.

5. Matters Arising:
Item 1 Public Session – It was noted that the Cornwall Council Cormac vehicle was nolonger parking in the garage area of “The Cresent”.
The Chairman updated the Council on matters from the Agreed Action Notes following the July meeting.

6. Planning Applications / Planning Matters:
PA11/04424 Mr P Harrison, Ivy Cottage, Station Road, St Mabyn –Two storey private residential detached dwelling.
Cllr D Masters declared and interest and abstained.
The Council resolved to support, in principal, the detached dwelling but raised concerns in relation to the lack of parking within the curtilage of the site, the restricted visibility and the problems that may arise if vehicles belonging to or visiting the dwelling are forced to park on the road.
PA11/04791 Mr & Mrs AD Kellow, Treveglos Farm Ltd, St Tudy, Road, St Mabyn –Construction of a dry cow building for loose housing. Support providing adequate drainage is created to prevent the mud and water from entering out onto the public highway.

Planning Decisions: There were no decisions reported.

7. Accounts / Financial Matters: Financial report issued to Councillors as Part 2 of these minutes. Councillors approved the payment of Cheque Numbers 1316 – 1326 to the value of £2121.42

Bank Mandate – The new bank mandate signature form had been received and recorded by Lloyds TSB. Although there were some initial problems with cheques again being returned, it was hoped that these had now been resolved, The Clerk had recognised that although the new signatures on the mandate had been registered the bank had failed to lift the restriction on the account. This had now been done.

Donations and grant Funding: Cllr A Finnamore presented the Council with a cheque for £2,000 (two thousand pounds) from Linden Homes being a donation towards recreational facilities in the playing field following the building of their Midas Homes development at Mabena Lea. Cllr Finnamore was thanked for his efforts in seeking this funding.
Cllr Mrs Barrett reported that the Awards for All grant money of £4,420 would be transferred directly into the Parish Council’s bank account. The clerk will obtain an up to date estimate for the cost of the disabled roundabout equipment.

At this point of the meeting the Clerk requested that Item 11.5 be brought forward to this part of the meeting. All were in favour. To accept a quotation for the repair work required for the clock: An estimate of costs and a breakdown of the repair work required had been received for the clock for the sum of £3,788.00 plus Vat. Councillors agreed that the clock must be repaired but questioned why the rusting and seizing of the hands on the clock face had not been detected as part of the annual service. Could a nylon grease feeder be installed to enable these parts to be greased from ground level? The Clerk will authorise Smiths of Derby to carry out the work, as quoted.

8. Cornwall Council local Maintenance Project – Footpaths: Nothing to report on the footpaths. Contractor David Barnes will be asked to trim around the seat at Highgates.

9. Playing Field: Inspection reports for the past month were presented by Cllr Mrs C Bray.
A bar removed from the goal post frame had been found in the hedge and will be re-fitted. Cllr Mrs A Bunney agreed to complete the inspections for the forthcoming month.
AD Signs had been instructed to make and fit the liability signs for the entrance gates. Grants and donations for the playing field had been reported under Item 7 of this meeting.
The Clerk will arrange for the letters to householders backing onto the playing field to be delivered.

10. Correspondence: The Clerk presented the correspondence file.
National Training Strategy for Town & Parish Council “Good Councillors Guide” A copy of this publication was given to each Councillor.
Village Bus Shelter / Bike fixing: The Chairman had received a letter from a local resident seeking permission to install a bike fixing point somewhere on the village bus shelter whereby the children could cycle to the village to catch the school bus and leave their bicycles securely fixed until they return at the end of the school day. Although Councillors had no firm objection to this request, it was agreed that further information should be sought as to the number of bikes, the type of fixing suggested and the location on the bus shelter suggested for this. Cllr Mrs H Barrett agreed to speak with Mr & Mrs Every who had made the request. Cornwall Council: Councillors were given a copy of the correspondence and questionnaire received relating to the Future of the Code of Conduct.
CALC: The Clerk presented information received from the Cornwall Association of Local Councils.

Cornwall Council / Longstone: Cllr A Finnamore reported that he was awaiting written confirmation from the Highways Department following a meeting with Mr R Hancock when options to identify the speed limit and additional road markings to highlight the junction at Longstone were discussed. Also the conditions of the existing dragons teeth road marking on the approaches to the village were noted and the possibility of installing warning signs on the approach to the new pedestrian entrance from the Mabena Lea development.

11. To Agree / Discuss:
1) To consider the structure and usage of the existing bus shelter at Longstone: It was agreed that the existing bus shelter, owing to it’s location, was not used and that it should be removed. Cllr M Menhenitt agreed to establish whether or not the roof contained asbestos and seek a price for the removal of the structure and the clearing of the site.
2) Consultation – to communicate with School Bus Authority re- school children’s bus stop at Longstone Crossroads: It was agreed that the specified stop be identified for the school bus and the Western Greyhound 561 service.
3) To communicate with Western Greyhound with regard to where they consider
is the best place for the public to get on/off the bus in the area of Longstone Crossroads: The Clerk agreed to contact the bus company to establish where they considered was the safest site for the bus to stop, in the interest of public safety.
4) Community Plan – Steering Group update. No recent meetings had been held.
5) Parish Clock – to accept a quotation for the repair work required. Discussed under Item 7 of this meeting.
6) Local Council Advisory Service – to consider subscribing for this service. Having previously been a member of the Cornwall Association of Local Councils the Councillors agreed to subscribe to an alternative body the “Local Council Advisory Service”. The Clerk will seek information as to what is available for the subscription paid.

12. Date of next Meeting: Tuesday, 6th September 2011.
Councillors noted that Mr Heath would be returning to the Parish Council at the next meeting.
Mr Heaths conduct towards the Clerk was noted along with the evidence of the Code of Conduct hearing that led to his suspension. Owing to this it was agreed by a majority decision that Cllr Heath does not return and work closely with the Clerk on any matters and that the committee to oversee the Clerks job description and review consist of Cllrs. Mrs H Barrett, A Finnamore, B Finnemore and Mrs A Bunney.

GOOD NEWS FOR ST MABYN

The Village Hall Committee has been successful in its application to the Lottery Fund ‘Awards for All’ for a grant to renovate, redecorate and refurbish the Snooker Hall end of the Peace Memorial Hall. We aim to extend its current use to create a new community room which will provide a versatile and welcoming space for use by smaller groups, particularly when the large hall is in use during the day.
Work will be starting this week to slate-hang the gable end to exclude the damp from the Snooker Room before renovating inside. We hope to be able to maximise the benefit of the grant through community involvement in some of the refurbishment and will be looking for volunteers.

Minutes of the Meeting of St Mabyn Parish Council held on Tuesday, 5th July 2011 in
the Memorial Hall, St Mabyn at 7.30pm.

Present: Cllrs. Mrs H Barrett (Chairman), A Finnamore (Vice Chairman), Mrs A Bunney,
Mrs C Bray, M Menhenitt, B Finnemore, D Masters. Also attending: Mrs J Hoskin (Parish Clerk) Cllr J Rowe (Cornwall Council) Mr Neil Embley – candidate for co-option and two members of the public.

1. Public Session: The Chairman welcomed everyone to the meeting and invited the
members of the public to address the Council, if they so wished.
Mr K Brown reported that a Cornwall Council Cormac vehicle was parking on the section of land containing the garages for “The Crescent”. It was understood that the driver lived in the new Mabena Lea development. The Clerk and Cllr A Finnamore agreed to contact Cornwall Council.
Police: An email from PCSO Lloyd Paynter was read by the Clerk. Since the 3rd May 2011 the police had received two reported crimes in the parish, being one burglary and one criminal damage. Investigations were ongoing on both incidents.
Cornwall Council – Cllr J Rowe spoke on tourism tax, and the review being carried out by Cornwall Council following the recent changes to the maintenance and provision of grit bins where only 4 of the 213 parishes had opted to take over this responsibility.
At this point of the meeting the Council resolved to bring forward Agenda Item 11.3
Parish Council Vacancy – co-option of Councillor: Councillors agreed to accept the one application received from Mr Neil Embley and invited him to join the Parish Council.

(Police).
Cllr Heath was suspended, pending his decision following a Code of Conduct hearing on the 13th May 2011.

approved and signed by the Chairman. An amendment to the minutes, presented by the
Chairman was not accepted.
At this point it was reiterated that all documents should be sent to the Parish Clerk and distributed by Parish Clerk.
To discuss the publishing of Minutes on the St Mabyn website: The Clerk notified the
Council that the published minutes did not include details of the individual payments to contractors or the Parish Clerk.
It was agreed that the format of the minutes be amended for Financial reports and that the minutes be published on the St Mabyn Blog website and displayed on the two Parish Council notice boards outside the Memorial Hall and Longstone.
5. Matters Arising from the Minutes:
Item 5 (14.2) Midas Site at Mabena Lea: Cllr A Finnamore had met with a representative from Cornwall Council on the 30th June 2011 and the Highways department were looking at the possibility of placing signs each side of the steps warning drivers of pedestrians walking out onto the public highway. If funds were available the “sharks teeth” on the approach to the village would be repainted.

Item 7 Accounts – EDF Meter Reading: Cllr D Masters had recorded the meter reading
and passed the information to the Clerk.
7. Accounts / Financial Matters: Financial report issued to Councillors as Part 2 of these Minutes. Councillors approved the payment of Cheque Numbers 1311 – 1315 to the value of £1241.19
Throughout the past month the Clerk has been notified of problems with the presentation of cheques in relation to the bank signatories used. Lloyds TSB had, whilst transferring information onto a new database, lost details from numerous organisations countrywide and
new forms had now been obtained to replace these details. Disappointingly a restriction had been placed on the account that did not allow any transactions to be made, and therefore cheques written at the June 2011 meeting had been rejected.
The Clerk will liaise with the bank and resolve the matter.
Bank Reconciliation: The Clerk agreed to produce an up to date bank reconciliation and income and expenditure account once the bank account queries had been resolved.
Clerks mileage expenses: It was agreed that a reimbursement for the mileage expenses
claimed by the Clerk for attending the Code of Conduct Hearing on the 13th May 2011 at St Austell be sent to Cornwall Council.
8. Cornwall Council LMP – Footpaths: The contractor will be asked to trim the path from Rectory Drive leading to Pencarrow.
9. Playing Field:
9.1 Inspections -Cllr R Chadwick had completed recent inspections, but was not present to give a verbal report. Cllr Mrs C Bray agreed to complete forthcoming inspections.
9.2 Liability sign for entrance gates – Signs will be erected on the entrance gates
stating “The Parish Council take no responsibility for injury or theft whilst using this playing field”.
(Mr Brown left the meeting at 8.46pm)
9.3 Main Entrance – The Chairman had placed cones along the main entrance of the playing field on the day of the St Mabyn Church Fete to prevent vehicles obstructing the gates for a long period of time.
9.4 Grant Money – The Chairman was completing the bank account information document
for the Awards for All grant application. Cllr A Finnamore continued to liaise with Midas in obtaining funding for the field from the company that had developed the new homes at Mabena Lea.
9.5 Boundary Hedge: It was agreed that a letter be sent to the properties adjoining the playing field reminding them of their right to enter the field only to maintain boundary hedges, and not permitting an established right of way across the land.

National Training Strategy for Town & Parish Councils – It was agreed to obtain one
copy of the publication “The Good Councillor’s Guide” for each councillor.

Parish Council documents: A letter will be sent to Mr Ron Heath stating that the Chairman will make arrangements to collect all Parish Council documents in his possession on Friday, 8th July 2011. Should Mr Heath wish to obtain any parish council information, whilst suspended, then he must write officially to the Parish Clerk as a parishioner for these documents.

11. To Agree / Discuss:
11.1.1 To consider the structure and usage of the existing bus shelter at
Longstone - Cllr Mrs A Bunney reported that the general service and school bus
both stopped at Longstone but not at the existing bus stop. Councillors agreed to
make enquiries with those using the service and Longstone parishioners.
11.2 Community Plan – setting up of a Steering Group. Cllr B Finnemore reported on
the disappointingly small attendance at the meeting on the 15th June 2011. A coffee
morning and open weekend event had been arranged for the 11th October 2011 when
members of the public and parishioners will be invited to attend to express their
views on the proposal to produce a community plan.
11.3
Parish Council Vacancy. Item moved to the beginning of this meeting. The notices
will now be removed.
11.4 Extended Services – update following the presentation by Keltie Seaber on the
7th June 2011. The Chairman had attended a meeting at the school on the 27th June
2011 when it was stated that the current extended services scheme was to finish at the end of August 2011, but this was to be replaced with a similar scheme, being named the “Sustainable Community Cohesion” offering the use of the school services (IT equipment etc) and the Parish Hall for public use.
11.5 Local Council Advisory Service. The Clerk will obtain further information on this service and circulate to Councillors prior to the next meeting. The Chairman
recommended that the Council should join an alternative service, having decided not
to continue with the membership for the Cornwall Association of Local Councils.

Autumn is approaching and our next trip is on Wednesday 14 September. St Mabyn Garden Club is visiting Marsh Villa Valley Gardens at Par, near St Austell.. This is a magical 3 acre site of water and woodland gardens, rich in herbaceous borders and mixed beds. The narrow valley was once an 18th century tidal creek and features prominently in Daphne Du Maurier’s book The House on the Strand. Members and friends to use own cars and to meet 9.30am at St Mabyn bus shelter. If problems with transport please contact the phone number below.
October is the month we commence with our visiting speakers. On Wednesday 12 October at 7.30pm we are very lucky to get George Kestell to come and talk and give a demonstration on Propagation. ST MABYN PARISH COUNCIL
Minutes of the Meeting of St Mabyn Parish Council held on Tuesday, 7th June 2011 in the Memorial Hall, St Mabyn at 7. 30pm.
Present: Cllrs. Mrs H Barrett (Chairman), A Finnamore (Vice Chairman), Mrs A Bunney, Mrs C Bray, R Chadwick, B Finnemore.
Also attending: Mrs J Hoskin (Parish Clerk)
Four members of the public / Two candidates for co-option of Councillor
1. Public Session: The Chairman welcomed everyone to the meeting and invited the members of the public to address the Council, if they so wished. The members of the public expressed their views on Planning Application PA11/03221 on the agenda for tonight’s meeting. Although no objections were raised in relation to the proposed dwelling, the parking issues were discussed. Cllr Mrs C Bray reported that earlier in the day she had been contacted by the agent and confirmed that the application was being withdrawn and a new application submitted that would accommodate off road parking within the development site.
The proposed dwelling was to be set further back and the height of the building reduced.
A parishioner also mentioned the draft Cornwall Council Core Strategy Document and hoped that the Parish Council would take into consideration the number of properties for sale in the parish, before permitting any further developments.
Extended Services – Keltie Seaber spoke on her role as co-ordinator for the extended services in the Padstow and Wadebridge cluster area that included 8 primary and 1 secondary school, and the range of activities provided for the pupils outside the hours of the school day. Funding at present was to be withdrawn but parents hoped that the services provided would continue. Keltie was now working with the North Cornwall Activity Network (NCAN), an organisation set up to allow schools and Parish / Town Councils to work together to access funding. A steering group would be formed with a terms of reference. To date all parishes within the cluster, with the exception of St Kew, had appointed a Parish Council representative and it was hoped that St Mabyn would participate. Links to parish plans and the curriculum helped to determine the activities required. Partnership working could be extended to include the school council, church, village hall and other village organisations.
The group would meet on a three to six monthly basis, as required.
It was agreed that Keltie would meet the head teacher of the school and contact the ParishCouncil. (Keltie Seaber left the meeting at 8.00pm)
Police: The Clerk read the report from PCSO Lloyd Paynter that explained the staff changes within the Bodmin Neighbourhood Team.
Cornwall Council: No report received.
At this point of the Meeting the Chairman brought forward Agenda Item 11.3 –
Parish Council Vacancies co-option of Councillors:
The Clerk read the letters of application from two parishioners. Councillors agreed that the applications be accepted and invited Mr David Masters and Mr Mark Menhenitt to join the Parish Council and sign their “Declaration of Acceptance of Office”. The Clerk gave the new Councillors a copy of the register of members interest form for completion.
2. Apologies: There were no apologies for non attendance.
Cllr R Heath was suspended, pending his decision following a Code of Conduct hearing on the 13th May 2011.
3. Members Declaration of Interest: None declared at this stage of the meeting.
4. Minutes: The Minutes of the Annual General Meeting held on the 3rd May 2011, as circulated, were confirmed and signed by the Chairman.
The Minutes of the Closed Session held on the 3rd May 2011, as circulated, were confirmed and signed by the Chairman.

Agenda and Minutes: It was agreed that the Clerk and Chairman prepare the agenda for the meetings and the Clerk produce the draft minutes. Any proposed amendments to the minutes must be brought to the meeting, for approval by the Council.
5. Matters Arising:
Item 11 Playing Field – The Chairman thanked Cllr Mrs C Bray and R Chadwick for moving the bag of salt into storage until the winter months.
Item 14.1 New Agency Agreement with Cornwall Council for Longstone - The Clerk will seek clarification from the Parish Council Insurance Company regarding cover for the contractor appointed to carry out the Agency work. It was agreed that if the Parish Council had to pay an additional premium on the insurance that exceeded the amount offered by Cornwall Council for this work, then the agreement was not financially viable and could not be delivered. The Clerk agreed to liase with the Chairman and Cllr A Finnamore.
Cllr A Finnamore agreed to liaise with the Parish Clerk and meet with a representative from Cornwall Highways and the Police to look at the junctions with the B3266.
Item 14.2 Midas Site at Mabena Lea - Cllr A Finnamore agreed to liaise with the Parish Clerk and pursue this matter with Midas, Cornwall Council and the Police.
Item 14.3 Standing Orders etc - The Clerk gave each Councillors a copy of the new adopted policies.
Item 14.5 Community Plan update - Cllrs B Finnemore, Mrs C Bray and Mrs A Bunney were working to form a steering group. Cllr Mrs A Bunney reported that a meeting had been planned for the 15th June 2011 when Tracey Edwards would be attending. A list of names for those interested in joining the group had been drafted and those people had been invited to attend.
6. Planning Applications / Planning Matters:
PA11/03221 Mr Peter Harrison, Ivy Cottage, Station Road, St Mabyn –
Construction of two storey private residential detached dwelling. As reported under Item 1 of this meeting the application had been withdrawn. The Council will await the revised application.
PA11/03425 Meri Power, Access to Benbole Farm, St Kew Highway –
Extension of solar farm developments by 0.25Ha. Having received the application the previous day, it was agreed that the planning committee liaise with St Kew Parish Council.
Planning Decisions: No decisions reported.
7. Accounts / Financial Matters: The Council approved the payment of the accounts, as presented by the Clerk. A new bank mandate form will be obtained.
Audit 2010/2011 (year ended 31st March 2011): Councillors Mrs H Barrett, A Finnamore, Mrs A Bunney, Mrs C Bray, R Chadwick and B Finnemore had all received a copy of the auditors report and it was agreed that the audit be approved and the Annual Return form was completed. Cllr Mrs H Barrett stated that it was the first time in many years that a clean report had been achieved and this was due to Councillors who ensured financial matters were up to date. The Clerk did not fully agree with this statement.

EDF Meter in Playing Field : Cllr D Masters agreed to obtain the meter reading and pass the information onto the Clerk.
Internal Report: The Council did not discuss the item referred by Cllr Mrs H Barrett concerning the internal checking report produced by Cllr R Heath and presented at a previous meeting.
Code of Conduct Hearing - At this point of the Meeting councillors diverted from the agenda and raised the subject of Cllr R Heaths Code of Conduct Hearing held on the 13th May 2011. Cllr Mrs H Barrett stated that she did not defend Cllr Heaths letter to the Clerk as indicated in the newspaper report. The Clerk advised the Council of the conclusion of the Hearing and the options available for Mr Heath.
Cllr Mrs H Barrett had attended the Hearing as an individual witness for Cllr Heath and not as a parish councillor. The Clerk had been summoned to attend by the Cornwall Council Legal Department.
8. CC Local Maintenance Project – Footpaths: The paths were being trimmed and Cllr A Finnamore was liaising with the contractor.
9. Playing Field: Cllr Mrs C Bray presented the inspection reports and Cllr R Chadwick agreed to complete the inspections for the forthcoming month.
Cllr Mrs H Barrett had purchased self adhesive letters and numbers from AD Signs and had now displayed the postcode on the entrance gate sign.
9.1 Sign for Gate: It was agreed that Councillors consider displaying another sign on the gate stating that the Parish Council accepted no responsibility for loss or damage to property or injury to persons in the field. Agreed to place this on the agenda for the next meeting.
9.2 Award for All Application / Grant Funding: The Clerk reported that she had liaised with Cllr A Finnamore and they had forwarded further details to the Awards for All office in relation to the application to obtain funding for a roundabout. Earlier today the Clerk had received an email stating that all information had been received and that the Grant Officer was proceeding with the application. Cllr H Barrett informed the Council that owing to delays in the application being processed she would now take over this project. Cllr A Finnamore was continuing talks with Midas Homes about the company giving a financial donation to the Parish Council towards the provision of play equipment.
10. Correspondence: The Clerk presented the correspondence file.
11. To Agree / Discuss:
11.1 To consider the structure and the usage of the existing bus shelter at Longstone -Cllr Mrs A Bunney reported that the general service and school bus both stopped at Longstone but not at the existing bus stop. Councillors agreed to make enquiries with those using the service and Longstone parishioners.
11.2 Community Plan – Discussed under Item 5 of this Meeting.
11.3 Parish Council Vacancies – The co-option of two councillors was carried out at the beginning of this meeting. The Clerk will produce and amended notice for the one remaining vacancy.
12. Date of next Meeting: Tuesday, 5th July 2011.
13. To close the Meeting to the public: There being no further business the meeting closed at 9.25pm. A Closed Session was not requested.

SPRING TRIP TO ARLINGTON COURT, BARNSTSTAPLE

As members and friends stepped out of the coach, we were greeted by a marvelous array of beautiful trees clothed in many shades of green. The grounds of Arlington Court have a very natural feel about them accentuated by groups of foliage and the curved driveways and paths revealing a vista of open green meadows. Due to the rain at the start of the visit the exploration of the house was a priority. Arlington Court is an graceful house full of memorabilia, much of which has been collected by Chichester family’s marine travels all over the world. Although the house is reminiscent of a bygone era of wealth and elegance it retains the feeling of a lived in family home. The house and estate after 500 years of ownership by the Chichester family was handed over to the National Trust in 1949.
The Stable Block is the jewel in the crown and houses a magnificent collection of carriages including a coach in which it was possible for two passengers to lie flat for overnight travel; possibly the forerunner of the sleeper car on a train! A recent acquisition is the huge Speaker’s State Coach, which has been used by the Speaker of the House of Commons on State occasions. It was built circa 1698 for King William III and has been painstakingly restored retaining original structure and
materials where possible, revealing the intricate gilded carving of the bodywork and vibrant colours of the painted panels.
The gardens were created in the picturesque style of early 19th century with the large lawns leading into the paths where the many varieties of plants and shrubbery can be appreciated. The Kitchen Garden has now been fully restored and now fruit,
vegetables and beautiful flowers are growing in abundance.
Though the weather had not been too kind for our visit to Arlington Court, it was agreed that it had been very enjoyable and many members are now looking forward to September for the club’s visit to Marsh Villa Gardens, Par.

Parish councillor suspended over bullying

Ron Heath, a member of St Mabyn parish council, and retired policeman, has been banned from attending council meetings for three months after a Cornwall Council's standards tribunal found his conduct towards present clerk Jenny Hoskin unacceptable.
He was accused of breaching numerous parts of the council's code of conduct, including failing to treat others with respect, bullying, and bringing St Mabyn parish council into disrepute.
Six members have resigned from the parish council since last summer, including the then chairman, Les Wood.
Three – Charlotte Barry, Ian Kemp and Andy Titcomb – said they could no longer tolerate the "rude, vexatious and disruptive behaviour'' demonstrated by certain other councillors.
Mr Heath, a former clerk to the parish council himself, was suspended last Friday after the tribunal found he had breached the code of conduct by making a personal attack on Mrs Hoskin in a letter to her.

The 2011 April AGM was held in March with a very good attendance of members. Venning Davey kindly agreed to continue as President for the forthcoming year. John Lobb was unanimously re-elected as Chairman.as were Vice-Chair Fiona Murpy, Treasurer Anne Caldwell and Secretary Angela Bunney. After the business of the AGM had been completed members Joanne and Colin Hyde gave us a treat by showing their colourful slides of their holiday in New Zealand. The pictures captured the beauty of this country and the vast tracts of emptiness New Zealand has to offer. Many thanks to Jo and Colin for such an interesting evening.

For our May meeting we were very lucky to get Wadebridge’s own Adrian Langdon, who is well known for his photography and knowledge of Cornwall’s wildlife. His slides on the Camel Estuary varied from otters to birds to badgers, even to a very large basking shark just off the coast. I particularly liked the birds in flight. Adrian accompanied his slides with information and some very amusing anecdotes. (If you happen to come across Adrian don’t forget to ask him about his wildlife encounter on Rough Tor!) Tea and biscuits were then served by the tea hostesses whose work every month is greatly appreciated by the thirsty members.

The Garden Club is on holiday until Wednesday 14 September when we shall be going to Marsh Villa Gardens in Par, St Austell. Members to meet 9.30 am at the bus stop shelter and take own cars. This is a morning trip as it will give members
the opportunity to spend the whole day out elsewhere if they wished. We start our meeting in St Mabyn Hall Wednesday 12 October with a visit from George Kestell on Propagation. Should be very interesting.

The organisers of the the Royal Wedding Party held in St Mabyn Village Hall would like to thank all those who contributed to a very successful afternoon. The tables were loaded down with plates of sandwiches, cakes, pasties and all types of tasty bites generously brought along . Many thanks to those who contributed both with the food and financially and also many thanks to Joe and Laura at the Post Office and shop for arranging the collection box. It was lovely to see so many people there enjoying the food, company and the weather!. Many thanks to Mike Haywood for the marvellous music he played throughout the afternoon, Colin Hyde for putting up the bunting and not forgetting the helpers in the kitchen without whom the afternoon could not have gone ahead.

A fascinating report by Ian Tyers for English Heritage on the dendrochronological analysis of the oak timbers of St Mabyn church can be downloaded here.
The calculation of common felling periods for the three roofs suggests construction dates of AD 1513–35 for the north aisle, AD 1485–1514 for the nave, and AD 1487–1523 for the porch.
